We built Multisite Matrix first for our own work and then published it in the official WordPress plugin directory. Open source and free of charge, so the code can be inspected.

The occasion was a gap in the WordPress core. In a multisite network, the network backend doesn't show which plugins the individual sites have activated for themselves. The plugin gathers this information and presents it as a matrix of plugins and sites.
